No you don't and yes they will. Just list it as an asset, and include receipts for the monthly payments.

Do not request a return receipt. This means that someone has to sign for it. Delivery Confirmation is where the mailman signs that he delivered it.

I'm afraid that no one will sign for it, because it's a P.O. Box, and it will be returned. If you send another one NOW, that will get it started, but you have to consider the possibility that the first one MIGHT actually get delivered.

Start over. Provided you meet the requirements, the K-1 will be quicker since you can file NOW, instead of waiting until after the wedding. The K-1 processing is also generally around 3 months quicker than K-3.

A couple of us had 9 months from NOA1 to visa, so it can be done quicker (I think someone was only 7 months). Check the Timeline information pinned at the top of the General Visa forum, for recent projections.
