Who is still ON-HOLD?

this was letter from DOS's answer. yesterday I got a answer from vice president but it was a form letter. I think he was too busy and no time to care of us.

 

Dear Mr. xxxx

 

This is in response to your e-mail of April 7 to Lisa Piascik and to Ms.

xxxxxs e-mail of March 20 to Maura Harty, both of which requested

information about Ms. xxxxfiancée visa application. Our last

communication to you about this matter was dated March 18.

 

You inquired about a resubmission of the clearance request for your fiancée.

We routinely resubmit such requests when a response has not been received in

a timely manner. In this case, however, the problem is not lack of a

response, but the placing of a "hold" on the process by another government

agency. A resubmission will not solve this problem.

 

We use the term "hold" to mean that a government agency has informed us that

it needs more time to reach a decision on an individual case. We do not

know why a hold was put on Ms. xxxxs case, and we are unable to predict

when the hold will be lifted.

 

We understand that this waiting period is very difficult for you, and we

hope that it ends soon. However, we cannot issue a fiancée visa to Ms.

xxxx until the interagency clearance process has been completed. The

Consulate will notify her when it is able to resume processing her visa

application.

 

I regret that our reply could not be more favorable.

Sorry about that response Nicole. They are being careful on how they define "hold". It sounds like a form letter and unfortunately does not give us any new information. Who has a hold, why is there a hold? So many names are submitted and so few are on hold. What makes one on hold and not another? We'll keep asking until they lift it. If they are tired of us asking then lift the hold.

I am really sorry to read this kind of form letter again.

we need more information than just sorry from them!

We do not

I am afraid this is gonna be a new form letter for all the on-hold cases.

 

The way she said about unable to predict when the hold will be lifted, reminds me of that "famous" letter from DOS last August, when they cannot even predict how long it takes for themselves to issue the visa.

 

Since this whole namecheck thing is kinda like something behind a black curtain, somehow, I thought the American gov't was a democratic system ;) ;)

 

We need to find out:

1. If there is any "hold" case that was cleared in the past (At least give us some hope that they are working on it)

 

2. Is there or is the procedure finalized for the government agency to clear such cases?

 

In China, there used to be a saying that describes each government agency as a temple, each has a budda in it. One has to go through all the temple, one-by-one, kneel down, pay the prayer and pay the tribute to get something done... :rolleyes: :( :( :(

Correct. We were marked "hold" (still don't know why), but we got cleared (still don't know how).

 

Been off-line a couple days... here's the latest on our case:

 

- March 25: DOS sent electronic "hold cleared" notification to GZ.

- March 30: We received our EMS (yes, they delivery on Sunday in China)

- April 1: US Gov. says: "non-essential" consulate staff can go home.

- April 2: GZ emailed to inform us we'd be recieving our EMS soon.

- April 4: DOS called to inform us we'd be recieving our EMS soon.

- April 4: Confirmed - GZ to remain open (unless SARS thing gets worse).

- Week of April 14 or 21: Anticipated travel (Beijing to GZ) for visa.

I just found out i wrote my worked university's name wrong on the Form in packet 3 :( :blink:

Can it cost trouble on my case???

 

 

I am going yo write email to Harty but does anyone can tell me what the name of this form? i can;t find it really from website. you should received it in Packet and you only filled out Part One that time. and then send it back to GZ. then in packet you will get Part Two which you will fill out and bring it to interview. :( i really can;t remember the name of this Form anymore.

Anyone can help me please? :(

Just received this reply from Harty's office:

 

 

 

Dear Mr. ******:

 

Assistant Secretary Maura Harty has asked us to respond to your e-mail

of April 8 that requested a meeting to discuss the immigrant visa

application of ******* and to the separate e-mails of April 4 from you and Ms. *****. We last corresponded with you about this matter on March 20.

 

We understand and share your frustration with the delays that have

occurred during the interagency clearance process. A variety of problems have arisen with that process, and, in cooperation with the other involved

agencies, we have taken several actions to resolve existing cases and to minimize delays for future applicants.

 

We have worked hard and continue to work hard to fix the system. What

we are not able to do under any circumstances, however, is to reach into

that system to expedite individual cases. We can and have repeatedly urged the other agencies to resolve all outstanding cases. We do not have the authority to instruct them to do so or to take action on any individual clearance.

 

We have even less influence over cases involving "holds." A "hold"

means that a government agency has informed us that it needs more time to reach a decision on an individual case. We have no ability to overcome or shorten a "hold." Information on the reasons for the "holds" is not shared with us, and we cannot predict when the "holds" will be lifted.

 

We join you in hoping that your waiting period ends soon. We are doing

everything that we can to conclude this case, but we ask you to understand that parts of the process are entirely outside our control. For that reason, a meeting with us would not resolve the problems that are

delaying this visa application.
