CR1 Processing

NOTE: Electronic processing begins at NVC, NOT USCIS. The visa petition starts out normally by sending the initial petition (I-130 or I-129F) to USCIS (Chicago (I-130), Vermont/California (I-129F)) and only AFTER USCIS sends the approved petition (P2, NOA-2) to NVC will you opt into the electronic processing. Also electronic processing does NOT apply to I-130 filed DCF to the consulate or embassy in China.

How do I join Electronic Processing?

If you decide to participate, you must send an e-mail to the Post-specific Electronic Processing email address ( NVCElectronic@state.gov ) referenced in the Eligibility PDF you previously read (See second quote below). When completing the e-mail:

  • Enter the code “OPTIN” followed by your NVC Case Number in the Subject line of the e-mail, for example OPTIN XXX2009123123 (where XXX would be the processing consulate 3 digit code).
  • Refer to only ONE CASE per e-mail message.
  • The body of the e-mail must contain:
  • All e-mail addresses at which you wish to receive electronic correspondence.
  • For family-based petitions, the body of each message must include the applicant's name, e-mail address, and date of birth; the petitioner's name, e-mail address and date of birth; and the name, e-mail address, and address of the attorney of record, if applicable.
You should not mail any physical paper documents to the NVC if you choose to participate in electronic processing. This will delay processing of your case.

IMPORTANT: Once electronic processing has been chosen it is critical that no hard copy documentation be mailed to the NVC. Submission of physical paper documents will delay processing.

Eligibility:

The current visa categories that are eligible to participate in the electronic processing of the immigrant visa application are as follows:

  • IR2 Child of United States Citizen
  • CR1 Conditional Spouse of United States Citizen
  • CR2 Conditional Child of United States Citizen
  • IR5 Parent of United States Citizen

Changes to your Case Number: Once you opt into the electronic processing system, you will receive notification that your case number has been changed. You will still be processing in Guangzhou, but the first 3 letters of your case number will start with GZO followed by a new set of 10 numbers. The GZO prefix identifies the case is being processed electronically.

Regarding K-Visas and NVC.

 

This notice from GUZ says that only the I-130 petitions are eligible for electronic processing.

The answer you get (on the phone) will vary by two factors:

 

1. How you worded your question (did the listener understand) and

2. the knowledge of the person who takes your call.

 

I suggest you try it again. Use this wording:

 

My K-1 petition will be adjudicated at Guangzhou. My petition arrived at NVC on (give the date). Will my petition be sent electronically via SAFEFILE, solely, or will NVC send it out to GUZ via DHL? Now, if you don't know the exact answer, I'm happy to hold on the line while you check with your supervisor, as this is a new pilot program and you MIGHT NOT have the current info in front of you.

DS-3032 can be done by email.

Many members are having success in emailing the NVC to choose their agent instead of sending in the DS-3032 via regular mail. Sometimes NVC sends an automated response upon receiving the e-mail but many times this feature does not work.

 

NVC takes from a few days to 2 weeks to send an email confirming receipt of the DS-3032.

What should I expect to happen if I participate?

 

The process steps for processing cases electronically are generally as follows:

  • The applicant¡¯s petition is received at NVC from United States Citizenship and Immigration Services (USCIS).
     
  • For those cases eligible to participate, the NVC will send an Agent of Choice Letter (ACL) and Affidavit of Support (AOS) fee bill. This correspondence will include instructions for opting into electronic processing.
     
  • The applicant will notify NVC that they wish to participate in Electronic Processing. Note: it is important that the applicant follow the opt-in instructions precisely. Failure to do so will delay the completion of the opt-in process
     
  • NVC updates the Agent of Choice information upon receipt of the ACL.
     
  • NVC will provide a response to the opt-in e-mail. Included in this response will be the instructions for the next processing step. The next step will be dependent upon what information has been sent with the initial opt-in e-mail. Generally these instructions will include one or more of the following:
    • A request to complete an Agent of Choice Letter (DS-3032)
       
    • A request to pay the Affidavit of Support Fee
       
    • A request to pay the Immigrant Visa Fee(s)
       
    • Notification that the petitioner must complete Affidavit of Support Processing
       
    • Notification that the applicant(s) must complete Applicant Document Processing
       
    • Checklist from NVC to correct submitted forms / provide documents

    [*] The applicant must scan and e-mail appropriate forms and/or documents as requested by NVC (no paper copies will be accepted).

     

    [*] NVC will continue to provide instructions until all requested documents, forms, and fees have been provided. At that time, the applicant will be notified that NVC has completed processing of their petition.

     

    [*] Once the case has an interview date scheduled, all persons on the case will receive notification.

The applicant will need to present the original physical documents to the US Embassy/Consulate at the time of the applicant's visa interview. Failure to do so may cause a delay or denial of the visa being sought.
