It's: 1. 2 different sets o forms 2. mailed 2 different times and 3. 2 different sets o people will review each form set and you don't want to make the TWO SEPERATE petition submissions complete? You'd rather hope that 'something' will tip in your favor? Pardon me, I really have problems following your logic. Yeah - you are talking about 2 different applications there. Don't assume that these are ever going to be combined at any point (maybe they will for the AOS, but that won't help your visa chances). You're only talking about saving ink and paper. The discussion here has been around "front-loading" the pictures. That is, to include the pictures with the initial submission. Doing this would make the pictures available to anyone who looks at the package at any stage - much sooner than waiting for P-4. This can be a big advantage at GUZ.

  5. 85% is very good. I talked to a guy in England this morning. My understanding of what he said (due to the accent) was somewhat less than that. We have a guy from Scotland at work. We need a translator when talking with him. Seriously, 85% is pretty close. Once he starts learning the correct version of what he learned back home, he'll do just fine.

  8. But I referred to your case as being highly unusual in two respects. 1. What I think of as a blue slip issue - whether you would get married within the 90 days (this should have been asked and answered, but apparently wasn't) 2. The opportunity you had to rebut and get it re-affirmed. I don't think we have any figures on how many people get a chance to rebut like that, but I expect it's extremely low. My guess is that the GUZ VO's have learned to give reasons that fit the law, rather than case specifics (hence the 'not a valid relationship'). I would also guess that they deliberately left you an opening to rebut. This has bearing on those still waiting for their cases to be sent back to the US).
  9. One thing that it brought out is that the market for girls is increasing - parents want to buy a girl to marry their son later in life. Poor people pay more than rich people because more parents want their child to go to a rich family.

But, yes, back in March, I wrote the CIS Ombudsman and our Congressman. The outcome was that they would not look into it, since they were supposedly processing those cases that had waited more than 2 months. So now, 3 months later, I'm trying again.

  12. That's the claim they made in the memo (whether true or not) - and no, I think you are VERY much an exception to have gotten actual, rebuttable reasons from GUZ. Your case seems to me to have been an extremely elaborate blue slip. Their claim that they didn't think you would get married within 90 days is just asking for the response, "Yes, we would!"
  13. GUZ is DOS (the consulate). This memo is from the USCIS about how they deal with returned petitions. They are thumbing their nose at their own ombudsman They are saying that the director or a consular official (DOS) can extend the expiration, but the USCIS cannot. But they are claiming that they have mailed I-797C notices to the petitioner since Feb, 2006.

  15. There is no reason whatsoever for GUZ to make a follow-up call to the US - you are WAY out of their jurisdiction. I suppose it's possible that someone with the USCIS would ask them to do that, but even that seems very far fetched. I can't imagine what purpose it would serve. They have been known, however, to make check-up calls within China before the visa is issued - VERY rarely.

  17. Yes - check out.(Google) the visa bulletin published by the Dept of State. It currently shows a wait of about 5 years from your priority date.. Thr processing time is just the USCIS processing.

  21. What Dan is saying is to watch your mailbox for any notifications from USCIS. A revocation procedure begins with a Notice to Appear sent to your address.
