The story says there had been a public toilet there before that was torn down so they probably already had water and sewage lines... Although including them again shows you're getting closer to a Chinese Government Official's way of thinking when designing a public works project Dan... Link to comment

Yes, I've had bad experiences with Chinese public toilets (in supposedly upscale businesses). I'm mildly jaded (and I don't mean I wear a little jade). Link to comment
