In our case, I had listed my SO's 11 year old son as a possible to travel to the USA. Once the case got to Guangzhou and a P3 had been issued, the case just sat. Upon calling the DOS, they told me that the consulate was waiting for paperwork on the son. Since the son cannot travel (father won't release) until he is 16 years of age, I had to send a notarized letter to the consulate dropping the boy from the case. We got the P4 three weeks later!
