I got Packet P3 at February 23rd, consulate got my filled up forms at February 27th, it have been almost 4 months, why I still not get Packet4? why the name check took so long? I am worried, if it is because my name is common or I have been there last year? i apply K1 Visa.

DON"T PANIC YET! Although some recieve P4 after only 4 months, it is not uncommon for it to come in 5 or even 6 months. Have you e-mailed Guangzhou or called DOS. You might be able to find out if you are in the cue for interview or if they are still processing.

I bet your SO's last name is "Li". Mine is, another poster's last name is Li and we have been waiting forever on the security name check. It isn't fair they should have so many Li's in China, but if they didn't I wouldn't have the love of my life. Have patience my friend. We will succeed.
