They said it was first proposed by Dr. Sun and a preliminary design was done about 1920. Of all places, the work on the design was done in Denver as they had an American engineer familar with big dams working on it. Link to comment

That's where I'll be going in a few weeks. hopefully I'll get some nice pics to post up here and finally have myself a gallery. The whole project is pretty controversial, mostly due to the human, environmental and historic impact. A lot of folks have had to move to new places and a number of historic sites will be submerged behind the dam. Then, of course, there is the threat of a major disaster if the thing breaks. Quite a few folks I knew in China had mixed feelings about the dam, but all in all, it is pretty impressive I guess. Link to comment
