  1. Hello everyone, Does anybody know what is going on with DCF after 2/1/2020? The following was on 1/31/2020 received From: U.S. Citizenship and Immigration Services <uscis@public.govdelivery.com> recently with the Subject: USCIS Updates Process for Accepting Petitions for Relatives Abroad. Thanks. WASHINGTON — U.S. Citizenship and Immigration Services today announced that, as part of the adjustment of its international footprint to increase efficiencies, Form I-130, Petition for Alien Relative, will only be processed domestically by USCIS or internationally by the Department of State in certain circumstances beginning Feb 1, 2020. DOS will assume responsibility for certain services previously provided at USCIS international offices, services that DOS already provide in countries where USCIS does not have a presence. Eligible active-duty service members assigned overseas will file their Form I-130 locally with DOS, as will certain non-military petitioners who meet specific criteria for consular processing. “USCIS continues to modernize and become more efficient as an agency,” said USCIS Deputy Director Mark Koumans. “Since the Department of State has a much larger international presence, we have delegated authority to our State partners to accept and adjudicate petitions for immediate relatives abroad in certain circumstances. USCIS continues to expand online filing options, which are available to those filing domestically or those filing from abroad, saving applicants and petitioners time and money.” Generally, DOS will process Form I-130 locally if the petition falls under blanket authorization criteria, as defined by USCIS: Temporary blanket authorizations for instances of prolonged or severe civil strife or a natural disaster; or Blanket authorization for U.S. service members assigned to military bases abroad. In addition to these blanket authorizations, DOS maintains the discretion to accept Form I-130 if a U.S. citizen petitioner meets the “exceptional circumstance” criteria as outlined in the Policy Manual update. All other petitioners residing overseas must file Form I-130 online or by mail through the USCIS Dallas Lockbox facility for domestic processing.   3. Hello Everyone, Currently I have a 10 yrs Q2 visa. I’ve just found out from some previous posts on this site that 1. "The Q1 visa allows you to enter the country, and apply for a residence permit, which will allow you to live indefinitely in China (subject to renewal)." And 2. "When my wife called them last week, they said that it didn't matter which visa I was on for the family Res Permit, just as long as we were married. They told her that they would de-register my Q2 visa and I would now use the Residence Permit to exit and enter." It seems that, if I understand everything correctly, I can kind of exchange my Q2 visa with a “Residence Permit” then keep renewing it to avoid any visa in the future indefinitely. What are pros and cons of each? Do I miss anything here? Please help me. Thanks
  4. Thanks for your advices. My wife should have round trip airline tickets when she travels to/from U.S.. Does that help her at POE even though her I-130 may still be pending?
  5. Hello Everyone, Your help is greatly appreciated. My wife currently works in Beijing. She has had 10 yrs B1 Visa before we married in U.S. in 2016. Now she plans to retire in 2 yrs. We are thinking maybe it's time to start I-130, CR1, and so on. But we are not so sure what is going to happen to her current B1 Visa. 1. Can she still use her current B1 travel to/from U.S.? 2. If not, what other traveling document does she need to apply during the period while she would be waiting for her CR1 visa? 3. What any other possible options might be available for her to be able to travel to/from U.S. while she would be waiting for her CR1 visa? Thanks a lot in advance

  8. Thanks donblett and Randy for all the very helpful information. I do have a joint apartment lease with my wife in Beijing for current year with option to renew yearly in the future. Is this a strong enough supporting evidence of proving residency in Beijing for the purpose of DCF, though I understand that it might have not met the "official" standard? Any comments will be greatly appreciated.
  9. Thanks. It's great information. It does look like one thing is mandatory for DCF to start. Now how can I obtain "A Residence Permit for Foreigner in the People’s Republic of China (居住许可)." ?
  10. Thanks donblett. Your analysis on my case is very helpful for me to get prepared ahead of time. Now it seems that a "resident permit and can show residency in Beijing" is required, or maybe probably mandatory, to be actually qualify anyone to do DCF. Would you, or anybody else in this community, be helping me to find resident permit related information? Again, any comments would be sincerely appreciated.
  11. Hello everybody. I am new here. I am thinking of getting ready for my wife’s IR1 visa application to start soon. I was Chinese citizen before but now US citizen. My wife is Chinese citizen, working and living in Beijing currently. I have recently retired. From now on I probably would be able to spend majority of the time in Beijing, with my wife until she is ready to retire, but periodically returning to US for relatively shorter time as needed during the years to come. Am I eligible to do DCF in Beijing on behalf of my wife? Any comments would be really appreciated.
