We filed an I-130 for Lisa's parents back at the end of March. We got a priority date of 3-20-2009. This was about the time they were getting the electronic processing rolling. So being a Document Imaging Specialist, I opted us in.

 

I paid the I-864 fees. Then came the DS-230 fees. I was a little leary about just emailing the docs as in their instructions, it says don't send us documents we don't request as it will delay your case. So I sent the I-864 and waited. Two weeks later they sent an email stating they haven't seen the DS-230 yet. So this means I could have cut off two weeks. Oh, well better safe than sorry with NVC and GUZ.

 

Any way, the longest delay we had was waiting for her parents to collect the necessary paperwork in China, like police certificates, pictures, marriage certificates, etc.. This cause about a month and a half delay. Finally I got the paperwork scanned and sent to NVC on 7-2. They sent a confirmation on 7-6 that all documents had been received, and would let us know when the interview was scheduled. Today I get home, start up outlook and there waiting is the cover letter for her parents appointments. They are set for 8-3-2009. Can you say, WOW.

 

No waiting for docs to go through customs. This was put together in just days !!!!

That's all it is at your end, very simple. I am sure the back-end is a huge Document Management System, so they can file, version and quickly recall documents to anyones desktop at anytime anywhere in the world, hense the speed of sending to GUZ. Your part is very simple though, you just collect the documents, scan them into PDF format and email them to NVCGuagzhou@state.gov referencing your case number. Once you opt in they change the case number. The designation changes from GUZ to GZO. This tells them the case is being electronically processed. The way you opt in is to the scan the first document you give them, the DS-3032 choice of agent, email to them explaining you want to opt in for this case. They will confirm this choice by replying with a new case number. Once you opt in, never ever send them anything by mail, only by email. If you have questions about the case, you can also ask them at NVCInquiry@state.gov.

Most IV applicants pay their fees through the Department of State's National Visa Center (NVC) in the United States. Fee bills sent by NVC will reflect this change effective January 1, 2008

 

 

 

This seems to indicate that all fees will be paid through NVC. Also, my wife asked someone at TianYu Garden and they said, IR5 different. There is no fees at the consulate. Can anyone else who did an IR5 confirm?

A few questions:

 

* How long it will take NVC to reply my first opt-in email? I sent it out 3 days ago, and still no response.

 

* Should I go ahead to pay the AOS fee with my current case number starting with "GUZ"? Or should I wait for the new case number then paying the AOS fee?

I was in the same boat as you, Sleepbear. Go ahead and pay your AOS fee online now. I also never received any official word telling me I was in the electronic processing. It wasnt until I could NOT pay my IV Fee Agent OLP online that I made a call and was then informed my case number had been changed because I was in the electronic processing. Pay your AOS now, pay your IV Fee when it comes, if you receive database error when trying to print out a receipt or pay online call NVC and they will probably tell you your case number has changed.
