I have a NOA2 of 7/17 and a Left NVC of 7/22. I call this morning no luck. The lady after waiting for so long said oh they sent the P3 to Guangzhou already. I ask her if it the P3 to my SO and she said oh yea. It is sent to the embassy. Dude I already know this. She said just wait three month haha. Hello, They received the package from DHL on 9/9/08 but since have not process it. I do call the 202 number and check. They can see the what GUZ put into their system so far nothing.
