You got your PR in one of China's largest cities with thousands of foreigners running around...Now the way I read it, other than the basic requirements, it is a local government decision. Do you think it would perhaps be easier to do in a small city that has never seen the foreign influx of GZ ?

 

Actually, this is one process that is highly centralized. The ultimate decision to grant PR or not is made exclusively by the Ministry of Public Security in Beijing. Local governments have no say whatsoever in the process other than to collect and verify documents that are then forwarded to Beijing as part of the decision making process.

 

Although GZ has quite a few foreigners, they have approved very, very few PR applications -- even fewer than Beijing and Shanghai. With a grand total of new PRs at less than 1,000 since the policy was first enacted about 3 years ago, something tells me that the chances are better (if even possible) in larger cities rather than smaller ones.
