I feel that the general rule is, once the SO returns P3:
- SO gets notarial certificates
- USC starts to gather financial info;
Since the P3 to the interview is a few months, there is time to get this done during this window and mailed to china.. and have a second mailing in case of any issues.
For the passport, you get a 'certified copy'...
At the top of each page:
"TRUE COPY OF PASSPORT AND VISA FOR "MY NAME""
PASSPORT PAGE COPY IN MAIN PART OF PAGE
At bottom of each page:
"I CERTIFY THAT THIS IS A TRUE COPY OF THE PASSPORT AND VISA BELONGING TO "MY NAME." SWORN BEFORE ME ON ________________."
___________________________ NOTARY PUBLIC
David so we don't sign this correct?
And the notary is certifying that they viewed the passport only?

Thanks for posting your interview. I guess it was quick and short and by the way it went, it is safe the assume that all the petitions are prescreened and already adjudicated prior to the interview.
GUZ is either going to issue the pink, blue or white and the interview is just to confirm it.

I am curious if anyone knows if other consulates in other parts of the world are as tough as Guangzhou?
I do not know first hand, but from vj I don't see other groups worrying about passing the interview. In fact I have never seen it even mentioned as a risk. In fact our cold war enemy Russia has an easier time than China.
NVC operator told me "Guangzhou is the slowest consulate in the world".
I tried one day to find another consulate that was still "standard" processing. Almost all now have their interview appointments scheduled by NVC, the consulate just does the interview.
China is still standard processing, and I think I found a very small country in Africa.. not certain.
I wrote to my senator, not to get the status of my case. I told him I KNEW the status of my case, I needed an interview date.
My point in the letter was that the consulate in China is broken in many ways.
1) It is either understaffed, or not working productively because it is 4 - 6 month behind on processing interviews.
2) 1/4 of the world population live in china, and all interviews are carried out at a single consulate. India has a similar number of people, and has 3 or 4 interview consulates. It is unreasonable for our spouses to have to travel across they country when there is an American consulate 1 hour away.
I don't think my letter to my senator will help my case, I will be finished before he gets back to me (I hope). What I do hope is enough pressure on our elected officials will get the system changed so in the future it will be a fair and equitable system.

I thought I had read somewhere that the Single Certificate and police report could be up to 12 months old before they requested a new one, from the GUZSpeaks forum I think. Kathy got the single certificate in September when we sent the Petition to USCIS and I included one of the origionals in the petition, while she has another to take to the interview (but GUZ should have it in the documents from NVC I would hope).
This Single certificate will probably be 11 months old by the time we reach the interview. Would be it wise to spend the time and money getting a new one if the old one is still less than 12 months old at the interview date? While 12 months is the requirement, are some visa officers more picky?

Where do you get the police certificate from? my so lives in Shenzhen for about 10 years but grew up in Shanghai.
...The other stuff needs to be current, less then 6 months and the VO will then take it when you check in during the morning of your interview!

The police certificate is the one that GZU seems to like to be the "newest" the rest 12 months or less you are OK!

When GUZ sends P-3 packet, OF 169 asks for the it completed and DS 230 part I
Does my SO also need to mail in copies of the items in the check list, like birth certificate, police report, marital status or just check off the boxes?
Also where does she get the police report and marital status reports? She is from Shanghai but lives in Shenzhen.

Per the NVC and the GUZ, my K-1 petition has been in China since 1/26/2008.
I have a few questions that I will solicit the experts for answers.
First question, where is the petition?
Is it with the Chinese Custom Officials or is in the mailroom at the GUZ?
Once the GUZ gets it and starts the P3 processing, what exactly do they do?
My SO then gets the P3 package, fills it out and sends it back and patiently waits for P4 which I assume is the interview invitation.
What does the GUZ do with the case between their receipt of the P3 package and issuance of the P4 package?
It seems that the timeframes are all over map.
What are the main causes for the variation in processing times?
Is there anything one can do to minimize the processing time between P3 and P4?

I guess the best way to minimize the time is to have all the documents for the P3 filled out and send them in as soon as you know the P3 is shipped to you. This method can shorten the total time some.

The way that I found out when my package was received by the Consulate is as follows:
1. Call the NVC and get the exact date when they shipped it out.
The NVC had no issue in providing this data.
2. Call DHL and ask them for the tracking number for the shipment that left the NVC bound for the GUZ on that date. If there are no pick-ups, try to vary the date +/- 2 days or so.
3. Enter the tracking number on the DHL website and "viola" you get the tracking data.
Please note that the GUZ receive date is based on the preponderance of the evidence and there is no guarantee that your file was actually in that shipment.
But it does give you a "warm fuzzy" and at this point in the game a "warm fuzzy" can be a good thing.

I was using 'A' and it did not show any shipments to GUZ. the 'B' works so I guess all the shipments to GUZ ends in 'B'

Lucky you, my application went in the same box as yours, so I already did the leg work.
Your K-1 petition "likely" went in this DHL shipment:

It is not held up in customs, though it did stay extra long in customs because of Chinese New Year.
I'd like to know the variations in process time too.
