You're pretty much right on the money, here. However, the conulates are a whole different ball game - you have no recourse, or anyone to file anything with as long as the case is there (except through the good-will of the consulate - no, I don't mean that as an oxymoron). You DO have access, however, once the case is back in the states (Freedom of Information, court action, etc.), but no guarantees that there will be anything helpful.
