I confirmed with DOS that our P3 was sent on June 21st, as of July 1 we've got nothing yet!!! I e-mailed the consulate yesterday asking if it was ok to send them a copy of the 3 forms that i got from a friend (I was told by someone who recently received P3 that the forms look the same as the ones made available at the candle site), no answer yet. I called DOS again today, first they said it could have been sent to our agent (lawyer)????, but my lawyer said she never receives such forms, the visa specialist also said I can ask the consulate to resend the P3, they should do it at once, as it's just some forms, so I faxed them asking to change mailing address and resend P3. Has anybody recently had this case, is it ok to send the forms we already got from the candle? My friend told me the DS230 Part 1 , although expired, was the one they received in P3. Your ideas are much welcomed!!!! This is something I dreaded will happen.

Thanks Don, I was hoping for you to get in here tonight to answer my questions. I'm trying not to get too upset about this matter, but it's almost impossible as I've been hearing about the interviews taking place far ahead in time. I keep hoping something good comes up and they start speeding up things again in GZ. Tonight I attempted to call GZ, explained to the operator my problem, will not hear the whole story and transferred me to an automated system directing me to call the visa call center, then called the center, but did not have the prepaid card or whatever it's needed.... so I decided to fax them. I will tell my dear to ask the post office, and will keep my fingers crossed that GZ gets compassionate and resend us the P3 soon. Anybody had sent the P3 forms provided by the candle???? :lol:

Yes, I've tried calling twice, and I got the same treatment again, I was so frustrated. Do you think a family member can pick up the P3 at GZ? Will they allow him inside the consulate for this? Can I get the confirmation of the P3 being received and registered calling the DOS number? If I send the substitutes and they register it, does it means that they have accepted it as good? Maybe you don't have an answer for all these, but just wanted to share my thoughts and concerns as I've got so much good information from this site in the past.

I don't remember my MM saying anything about the P3 being different then the PDF files I sent her so if GZ does not want to respond use the forms from Jerry's site the worst they can do is send them back with the correct forms to redo.

Maybe you are getting the Call Center because of these 2 statements:

 

Note: Immigrant visa telephone inquiries can no longer be made by calling the U.S. Consulate General in Guangzhou directly - all immigrant visa telephone inquiries will be answered through the Visa Information Center. The Immigrant Visa Unit will continue to answer email inquires on specific cases. Please use this form to contact the IV Unit by email.

The number for callers from outside of China is 86-21-3881-4611. Phone inquiry hours are 7:00 am to 7:00 pm (Monday-Friday). 8:00 am to 5:00 pm (Saturday).

 

 

I read this off the GZ Website. Now I know the K1/K2 Visa is not an Immigrant Visa, but in the eyes of GZ it is. That's whay they have

Fiance(e) Visas under the Immigrant Visa Unit heading.

 

 

Maybe the P3 got sent to the wrong address. Didn't you mention in an earlier post you contacted GZ about correcting your fiance's postal code? Maybe they never corrected it and sent it off to the original address?

Unfortunately, lost P3s do happen. Jingwen encountered the same problem with hers. GZ had said the P3 went out, but Jingwen hadn't received the packet. The P3 somehow got lost. During the course of the next two weeks, we were able to get GZ to re-send the packet. I had to give GZ Jingwen's address in Chinese.

 

As Don said, sometimes the EMS deliveries just sit at the PO. This has happened on several occasions to me on some of my mailings to Jingwen, but if you have the tracking number (don't know if GZ gives this out for P3s), you can go to http://www.ems.com.cn and track it.

 

I can't remember if there was unique information on the P3 forms, but I would be hesitant to use forms not sent by GZ. If I recall, some of the forms were double sided and multi-paged, and I would hate to give GZ an excuse for delaying things by using forms that might look a little different.

If you remember awhile back, this also happened to me. Instead of mailing to Ling in GZ, they mailed to me in U.S., took almost 6 weeks to receive. Iin the meantime, 2 weeks after told that they where mailed, my wife was able to reach the GZ, and they just had her come in and pick up a whole new set. She was waiting for her P-4 by the time that I received her P-3 package here.

 

The service center told that they think this happened because on one of the forms, I inadvertently checked mail everything to me. Some day when I feel like it, I will have to look at forms again and see if I can find that. <_< :ph34r:

The DOS cannot tell you if/when GZ received the returned P3 documents, but they can tell you if/when GZ registered the returned P3 documents. As you can see from our timeline below, there can be 1 to 2 weeks between hese two dates.

 

The number for DOS is 202-663-1225, press 1 then press 0, then wait forever and forever for someone to answer your call. Ask them if your honey has been scheduled for an interview yet, they will say no, so then ask them *when* GZ registered the P3 documents (i.e. "loaded into the system"), and they will either tell you that date, or they will say they have not registered any such documents yet, and that will be your answer.

 

For now ... yes as others have said, check the nearest post office. My honey had to pick up the P3 docs at her nearest PO, but that only because she wasn't home the 2 other times they attempted to deliver them to her home. So try the PO.

 

Then see if GZ will mail out another P3. I've heard of that happening. But yeah, maybe they "accidently" sent to first P3 to your lawyer?

 

Yet another reason to not hire lawyers ... they don't actually do anything, they just get in the way!!!

 

Hey, if you have hired a fancy lawyer ... get him/her to earn their money now!! Tell your lawyer to fix this problem pronto, that's what they're paid for right?? If not, then what else are they good for? Confirming with you that you spelled your name right?? Heehee, sorry, I'm going off on a little anti-lawyer rant :D

 

As a last resort, I think it will be okay to send in the P3 docs you got from here. I think they work fine too. Yes, the DS-230 is expired (5/31/04), but as far as I know there is no newer version yet (the DOS website (the mother of all DS forms) also has the old/expired version also. So I don't think the "new" P3 have the new DS-230 either.

2 times I have ask DoS about when GZ entered P3 they tell me it is 2 seperate databases and they cant see that info I also seem to get the same "pofu" each time. I think I will call now and see what I can find out.

My update: I called my lawyer and she suggested me not to send the forms from the candle as she understands that one or more of them come with a bar code referencing our case number. Have you guys seen this? Anyways I called DOS and they said GZ resent the P3 to the new mailing address on July 2 (same day I faxed them). I asked if the P3 could be picked up at the Beijing embassy, they said no, only at GZ. Next step will be to wait until the end of next week and if not received by then, I will call the extension numbers given by Mark and ask if a family member could go to the consulate for it. Thanks again and my prayers are with all of you waiting for P4's.

hmmm... that bar code thing is interesting. My lawyer pre-filled P-3 forms for Jun, and said just to inspect the ones GZ sends, and as long as the form hasn't changed to just mail off the ones he pre-filled.

 

Has anyone else sent in P-3 forms from a source other than the ones mailed from GZ? Any problems as a result?

I called the helpful folks at DOS today to inquire if the P3 had been sent to my wife. I was told that "no interview has yet been scheduled" and that it takes 90 to 100 days for Guangzhou to receive the application from the states, that it is due to Chinese customs.

 

I'm also interested if anyone has successfully submitted the 230 and 169 forms found here on Candle.

Yes Mari, this question finally made me find the ones that were sent to me, and no, I did not see bar code anywhere, and least a U.S. bar code. Now that I have found them, whenever some one asks a question, can go to the form, and hopefully find the anser. But I will admit that most of the forms or in Chinese. I again just looked at my forms, and in my timeline, you will see that per DOS, mailed 1/29, the letter in her packet was 1/30.
