Assistant Secretary Maura Harty

Bureau of Consular Affairs

Department of State

Washington, D.C. 20520

Dear Maura Harty,

  After waiting, calling the Department of State, Consular affairs, the Guangzhou Consulate, and writing to you personally for help with our family visas, we received word today that the problem with the July and August interviewees is as follows with this letter that was received by one of the August interviewees;

As you may know, the past practice concerning namechecks was that

visa-issuing posts were permitted to print an applicant's immigrant

visa if the Department of State had not responded to the namecheck

request within ten (10) business days. Beginning July 22, 2002, the

State Department initiated the change that has now become so

infamously long. The IV Unit must now wait for the Department of

State to respond before an applicant's visa can be issued. IV Unit

staff had submitted namecheck requests in the June-July timeframe for

applicants coming for interviews in August and September. Once the 6-

8 week period had turned into 2+ months of waiting, the State

Department initiated two changes where namechecks were concerned.

The first is that the consulate had to reformat namecheck requests.

Now, each applicant over the age of 16 is on a separate namecheck

request; in the past, the consulate would send as many as 50 names

per request. The second change is that each namecheck request that

had not been responded to within the past 90 days had to be resent.

xxxxxxxxx's namecheck was resent November 16; the consulate, as of

this writing, still has not received the go-ahead from the State

Department to print Zhang Ting's visa.

As soon as this consulate is in receipt of the approval to print xxxxxxxxx's visa, our staff will mail her a notice to come to the

consulate with her passport at her soonest convenience. She will need

to present her passport and the letter between 9am and 10am. She will

be able to pick up the visa at 4:30 the same day.

Regards,

xxxxxxxxxxxxxx

Immigrant Visa Unit

U.S. Consulate General Guangzhou

Since the U.S. Consulate General Guangzhou states that each individual name has to be resubmitted to the Department of State for security reasons individually, if the former request is out of date by 90 days, we the undersigned, formerly request that you submit all of the names to be expedited in mass.

Sincerely,

James, we need to say something in this letter stating, in our words, that we are requesting a provisional expidition of the August lost cases and ask for then to be complete within 2 weeks because we know it only takes about 2 weeks in reality to be complete.

We need to be very clear on what we are asking, and maybe a little sympathy line in there.

It already states to please expedite. Do you want to do her job now?     >Jim

also if we ask just for resubmittal, it could accually take another 90 days before we even know if they have been completed.

Im wanting a commitment of a priority, to jump ahead of the others, not just resubmitted.

They owe us this much to walk these thing through or ask DOS to do these before all others. then send to GZ and get GZ to process these as soon as they get them.

Mark,

Please note ... the copy of the letter you posted from the U.S. Consulate in Guangzhou does not have the beneficiary's name xxxxx'ed out in all instances. Just noticed that. You might want to get a new copy from the Announcements forum.

Thanks,

P.J.

Mark,

If the security checks have not been done, then they have to be done. The letter asks for her to expedite this. Enough of this. If you wish to send a different letter and be demanding to piss her off, do so.

James, dont get all bent out of shape, im simply saying we need to be more exact in a request, not demand, for some special attention in this matter of lost or incomplete name checks.

If you want me to do a letter, I will!

Mark,

You are great on the telephone but not in letter writing. The request was made simple and to the point - to mass expedite the security clearances for the July and August interviewees. What part of the letter did you not understand and why would it be necessary to be redundant?

This looks like a demand to me James, also she knows the rules for resubmittal, we dont need to tell her how or what her job is. We simply need to point out the fact that the August group is lost and not being done by DOS, and ask nicely for special Attention which I have mentioned.
