No different for a green-card holder than a non resident, you will need a visit visa before traveling to Europe.

Start here: https://www.gov.uk/apply-uk-visa

Also if you wish to visit other european countries there is a common visa that covers most.

Look here: http://www.schengenvisainfo.com/

Only foreign countries that allow use of US Green-card to travel are Canada, Mexico, and The Caribbean Islands.

A few months ago I contacted my nearest, in the USA, French Consulate about a Chinese Passport Holder with US Green card obtaining a western Europe visa. I was told, "you must apply at a consulate in the country that issued your passport."

Further, you must apply to the consulate of the country of your first arrival. And then, concurrently with your application, you must purchase health insurance for the duration of your trip. Travel dates and health insurance validity dates are not flexible.

The travelers used a local Chinese (means in China, before they left to come to USA) travel agent, obtained the visas and the health insurance without any interview.

As stated, the UK is not part of the European multi-country visa program. The travelers did not obtain UK visas.

If I were doing it, I would apply from and then leave from China.

Yep, in the near future, you may want to consider naturalizing, the USA passport is far easier to travel with, and with the change in visas you can simply get a 10 year China visa in the US Passport which can be used many times.
