Depends on how old the daughter is, and who filed the petition.

 

Three timelines:

 

  • Daughter less than age 18 at time of marriage, Step Parent (US Citizen) files petition, after I-130 is approved, it has to go through NVC (E-Processing) then to an interview, a few months time.
  • Daughter is between 18 and 21 before parent's marriage, immigrant parent files I-130, after petition approval it will sit at NVC waiting for a visa number to be assigned, about 1.5 years at the moment for F2A class.
  • Daughter is over age 21, this falls into F2B class which has a waiting time of around 8 years.

NVC will hold a petition fo up to 1 year after approval and Visa number assignment, waiting for you to send them an I-864, and DS-3032, and the required civil documents.

 

The visa issued after visa interview at the consulate tends to be valid either 90 days or 6 months.

Daughter 15.... once she gets visa I-130 how long does she have to leave China and come to US before something expires?

From the table it looks like visa may be valid 3 months, others have indicated getting longer periods on an IV visa such as 6 months.

If you are trying to shoot for a set time of the year for entry to the USA, perhaps next summer, then delay on the NVC part of the process, holding off on emailing them the civil documents and I-864. Typically case completes at NVC less than a month after emailing them the documents with and interview date set sometime a month or two after NVC completes case, when using e-processing.
