From 2 year to 10 year green card

My wife's 2 year green card will expire in February.

Will we get something in the mail from USCIS telling us to apply for the 10 year green card? or
Do we just voluntarily send in the fees and application?

I had heard that you want to get this done within 90 days of the expiration date.

Can some one point me to a link to the process? (sorry I have been a bit under the weather, on NyQuil and am a little "foggy", so I want to be sure I get the most recent link to instructions.

The latter.

The soonest you are able to file for removal of conditions is within 90 days of the expiration date. Once you file, then things are fine.

It's your responsibility to prepare and send an I-751 within 90 days prior to 2 year card expiring to remove conditions, the USCIS may or may not send you a reminder.

 

You file an I-751 to remove conditions. There is a tread all about it pinned at the top of the AOS Immigrations issues forum.
