bullmastiff relates my concerns as well but there is little that can change the situation. Realize that they may not even read this letter and yet issue a blue requesting one. why? Often they want some specific info and don't count on what you have on hand provides it. I do think your scenario could lead to more requests of info. While it's true that the role of the VO is not to make moral judgements... don't assume they are there to help you either. Good luck and keep us informed.
