I tend to think she went to K3 because CR1 is always longer time for waiting than K3. As for he did I-864 IV fees stateside, I guess she could get more chances both K3 and CR1. If she failed K3, she could go to CR1. Or she could wait for her CR1 after she got K3 but she has to go to interview for the second time to get her CR1.
