As always, though, there's another story. My story is that Dad has, and has used, a PayPal card in China since 2005. In fact, the original card recently expired.

 

We mailed him the replacement card and then activated it after he received it. But, the gist of the story is- I cannot recall calling PayPal for continuing authorization. Ever. I'm sure, though, I did call them back in 2005. However, I have not needed to call them since. His last withdrawal was in April this year.
