No, but if you don't get the EAD within 90 days of the date on the I-797C receipt, make an InfoPass appt. at your local USCIS office to get the I-551 stamp in his passport. Link to comment

You're right that the I-551 is the green card (sorry about that). From the EAD application,Interim EAD: an EAD issued to an eligible applicant whenUSCIS has failed to adjudicate an application within 90 days ofreceipt of a properly filed EAD application or within 30 days ofa properly filed initial EAD application based on an asylumapplication filed on or after January 4, 1995. The interim EADwill be granted for a period not to exceed 240 days and is subjectto the conditions noted on the document. I didn't read any further, but I assume you could take this application to an InfoPass appt. That's academic, anyway. You'll get it within the 90 days. Link to comment

In Kansas you only need to show proof of legal status to get a Driver's License and if you do not have an SSN you have to sign a form stating you are not entitled to one. California on the other hand is the toughest place, proof of status gets you nothing, you need a green card. Link to comment
