About P3 and P4 comes together

1. Is it normal that the consulate sent p3 and P4 together to the beneficiary at the same time in the same package?

2. What could cause that happen?

3. Because the beneficiary doesn't know the certain interview date on the package 3+4,does it mean that the beneficiary could just go to interview without a certain interview date?You know normally we will hear interview date from DOS or 4008.In the package,the letter says someting like that : "You must come to Guangzhou Consulate 5th Floor to continue your visa process with this letter on any Monday,Tuesday,Wed afternoon 2-3PM.Please take your passport with you when you come.After you hand in the documents,you need to come back to the consulate to get result."

Packets 3 and 4 are generally sent out separately, but there are always exceptional circumstances where a case may be processed differently, for a variety of reasons. This of course is case-specific.
