Old topic Jibberish for language on PC

I've done this before, I don't understand. Some of the Chinese charaters are correct. In other places,on the same page it is the jibberish. I've checked all of the asian lanuages in the language settings on control panel. I know this has come up before, I can't seem to find using search

In Internet Explorer, check under "View", "Encoding" that Chinese Simplified is checked.

Ok, so now when typing anywhere, the key you strike is never the letter that appears

Is this a new, theoritical, or real-time now you got it problem? When did it start? Who changed what? Do you have the Language bar on your screen, either visible or hidden? What are the language bar choices and what is currently showing as selected?
