I was told by DOS that even though we are interview eligible, they haven't completed the security check. Last week I was told all background checks were completed. Go figure!! As you can see by my timeline there really is no excuse for not having completed background checks by now. I agree with another poster. GUZ does not know what the word "FIFO" means.

FIFO is both impossible and impractical in these cases...

 

The former because they cannot control how long a name check takes; In the latter since what should one base FIFO on.. back from name check, submission of P3 paperwork, arrival at GUZ ??

 

Instead what I see small evidence of is that when someone has undergone a tremendous delay early in the process, they sometimes get a faster than average P4. So, maybe they actually do look at the case history [on some quick review] instead of blindly taking from a stack...

 

But consider this speculation at best... There's just not enough data on CFL to really know every subtle move the consulate makes...
