Stone Posted September 23, 2005 Author Report Share Posted September 23, 2005 The real confusing points for me are: (1) DHL website tracking indicates that all the packges sent from NVC to the Guangzhou Consulate on 7/28/05 and 7/29/05 were "Shipment delivered on 9/2/05". My guess is that the Consulate has already picked up the packages but has not "entered into their computers" (they left the packages somewhere like in a warehouse). (2) Earlier this month, two DOS Visa Specialists clearly stated to me that the Guangzhou Consulate has already received my wife's package . But today, another Visa Specialist, after reading the reply email sent to me from Guangzhou, changed the tone and said that they have not received the package. How can I be sure which Visa Specialist from DOS is giving out the correct information? Link to comment

They do not have to (and won't) acknowledge anything until they acknowledge receiving it. This sounds like a slip on their part - that they signed for the package too early, and moved it from customs clearance to the Swan Hotel. That little bit of traceability you saw is unusual, and they appear to be trying to cover their tracks. "Customs clearance" and "waiting to be sorted and processed" are both things that they can claim are out of their control. Link to comment

Medical Device Design and Maintenance (FDA)2. Food and Meat Supply (FDA)3. Accounting (per Sarbanes Oxley after Enron)4. Health Department (infectious diseases) Everything pertaining to the US Department of Homeland Security is required to have a traceable history. Whenever someone want's to retrieve a case they can find all the associated dates and tracking needed. As with most traceable records however what one has acccess to is determined by their security level. In corporate America your IT department sets your security level for each employee and determines what drives, folders, documents etc. you have access. Because traceability lacks perfection, there is alwaysh a fudge-factor in all traceable methods, thereby the reason for continuous improvement. Humans are uncanny at finding these fudgeable areas and using them to their advantage, to stay out of trouble, keep a contract, whatever. At the same times humans are really VERY good at finding these trends. It took us a while but we did expose what those Enron guys were doing. Link to comment

The case has to be entered into the system before any information can be obtained (if any at all.) Most of the time, it is only the proverbial "canned" responses you will receive in emails and I can only imagine what it is like to try to call them on the telephone anymore. And on your number 2, anything these operators/representatives tell you, whether it be DOS or CIS, take it with a grain of salt and forgive them, for they know not what they say. Patience, Resilience, and Fortitude is the name of this game. Keep this in mind and you'll do just fine.And crossing your fingers won't hurt either........ Link to comment
