  1. ok, she was born in a very small village near town of Tongjiang, District of Fujin, province of heilongjiang. So the Municipal Capital Notary, would that be Tongjiang, or district city Fujin or province capital Harbin ? And what is PBS ? Thank you

I am still a bit unclear on a few things here. 1st, according to this, since she doesn't need any high clearances she should not need a police certificate, however now that she received her P3, it is specifically asking for one, what gives ? And when she does go to get one they will ask her for what clearance does she want it ? I don't understand this. 2nd, Are Police Certificates and Notarial Birth Certificates obtained in the exact same offices ? Specifically, she is from a little village near town of Tongjiang, District of Fujin, in Heilongjiang province. I am pretty sure she will not be able to get either of those certificates translated into English in her home town and will have to go to Harbing or return to Guangzhou for translation. But are the initial documents available at same location ? The Notarial Office ? or some different place, and could someone please give me an exact name of such an office if possible ? Thank You

Update on the situation: I still cant get through to the english language helpline or customer support of any sort, tracking still showing our shipment stuck in Guangzhou Sorting Center since Nov. 23rd and it still has not arrived here yet. My girl went to the EMS twice, the 1st time they told her "they will look into it, it will be there soon, bye bye..." 2nd time she talked to a manager, at this point she demanded her money back since shipment was guaranteed in 4 business days, so she did this to get some attention for us. She of course didn't get any money back, the manager told her basically same thing as the 1st person and in the meanwhile our shipment is still completely stuck and lost. At this point we are trying to just get the embassy to send another package, so we can get everything going again and we will try using DHL for our shipping in the future.
  4. it wont even let me make a phone call i tried like 10 times to each one, Guangzhou, Beijing, Shanghai dialed 0-11-86-11185, as soon as it connects it just automatically disconnects me, except the number for Beijing, which gives me a message with other numbers to call but in Mandarin, then it disconnects. what else do i do ? how do i get in touch with someone that can help ?

Hi I just went through a nightmare scenario dealing with USCIS and Consulate in Guangzhou, I finally flew out to GZ since my fiance lives there and straightened out most of the mess they made of our K1 proceeding. Anyways, she finally got her package, and shipped all the copies to me by EMS. Now it seems stuck in Guangzhou. We have used China EMS many times before http://www.ems.com.cn/ and our documents, packages always got to me very quick, 4-6 business days and without any problems. This time, she sent the copy of her package to me on Nov. 21. When I use the tracking number provided I get the following: 2009-11-22 20:51:00 GUANGZHOU Posting 2009-11-22 21:10:00 GUANGZHOU Despatch from Sorting Center 2009-11-22 22:13:00 GUANGZHOU Arrival at Sorting Center 2009-11-23 01:01:00 GUANGZHOU Despatch from Sorting Center and thats it. I was thinking that maybe its stuck in customs, but in our previous times she sent anything to me, it specifically stated "in customs" on the tracking, which it does not do this time. So our documents have been stuck pass this "Sorting Center" for about 10 days now. On their website they give a phone number 11185, but that number seems kinda short. I searched the web, google, etc. for some sort of a cutomer phone number, specifically to the EMS in Guangzhou, but without any luck. All the listinsg I get are for intermediatary companies handling parcels for EMS and things of this nature. So if anyone could please help I would greatly appreciated it, what I am looking for is a customer service phone number, specifically to EMS customer service in Guangzhou, and a number or extension / option, to get help in English because my Mandarin is just not adequate for this sort of thing. So if someone could please let me know of a phone number or provide me with a direct link where I could find it I would greatly appreciate it. Also wondering if anyone else has had anything like this happen to them and what did they do and how it turned out. Thank You
  6. Hi Yesterday I (the petitioner) have visited the US Consulate in Guangzhou, China, regarding our proceedings. One of the issues me and my fiance are having, is that she can not obtain an original birth certificate. It is simply impossible because of the time and place she was born at. We have been told by immigration officer to obtain a "Notarial Birth Certificate" instead. I have never heard of such a thing before and unfortunately trying to get the immigration officer to explain to us what it is or how to get it was like banging my head against a brick wall. So could someone please explain to me in detail, what exactly and precisely is a "Notarial Birth Certificate" in China and how do we get one ? Is it a letter written by a witness which has been signed and notarized ? or some sort of a police or other record from her home town ? or is there an actual document named as such in China ? and how do we get it ? Where do we have to go to obtain one ? her home town ? which agency or institution ? Thank you
  7. how long does it take to receive this letter ? I obtained my GUZ# directly by calling NVC, not because i received a letter. also that was October 6th. it is now Nov 3rd. Is this normal wait time for this sort of letter ? I sent another fax, signed dated, etc. with GUZ#, USCIS#, DOBs, and all other info, but I have never received any reply or confirmation from them about the fax. Only thing I have is a confimation from the fax machine taht it has been sent successfully.
  8. well, still nothing for me, even though i provided them everything they asked for and then some. also, i will be in Guangzhou next week, i can stop by there in person, with people this ignorant apathetic and unwilling to help, i dont think that will do any good. even if we both stand there in front of them with 5-10 IDs, birth certificates, proofs of residence and whatnot they will still "be unable to verify". at least that's the feeling i am getting from all this.
  9. Have you received the letter from the NVC, yet? That letter will contain the GUZ number, for your case. It will look like this: GUZ 2009######. You should be receiving this letter, soon. The GUZ number will also appear on the P3 letter, that will be sent to your Fiance'. Something to consider, as far as the situation at GUZ, the Consulate was closed October 1-6 (National Day), and on October 12 (Columbus Day). They have likely been slowed down some, by these recent closures. OK, I see, there is supposed to be another letter from NVC which I have not received yet. The letter / package that will be send to my fiance is not a solution, its the problem. She changed her address at the beginning of this month, and if they send it, it will most likely end up in the wrong hands. This is why I am so frustrated, I need to update her address, at the consulate, but I need to do it right away before they send her anything. This is the whole trouble. Obviously since she hasnt received GUZ # yet they dont wanna do it, and by the time we do receive one it will be too late and we will have additional serious delays in our case because of it. I guess I will call back the NVC again and ask them again for the GUZ #, possibly for the shipping / tracking number if they can provide. Maybe it is doable that way. You shouldn't worry too much because technically you don't really need to get your hands on P3. You can find all P3 contents online and can get the required GUZ # by emailing GUZ or by calling DOS. I wouldn't worry so much. We sent out our P3 documents even before P3 arrived since we were notified by GUZ that they had already sent it out. Of course, you will need to have change of address information in before P4 appointment letter arrives, but it gives you some time at least. You don't need the GUZ number to inquire, just your SO's details is enough. When the file arrives and is processed they will give you your GUZ #. Just keep emailing ever 3-5 days. Well, I called Guangzhou about 2-3 times, and those people really do seem to be intentionally incompetent. All they do is still redirect me to the webform and tell me to make sure I fill in everything including the GUZ #. I actually bought a fax modem just so I can fax them too, no difference. The only progress I have made that someone from NVC is supposed to be e-mailing or calling me on the phone. Won't do me much good if they phone because I work in high security environment, cant receive or make phone calls during worktime so I guess my only hope is that e-mail, and god knows when that will be. I really have no words left for the degree of incompetence I hear from the GZ Consulate though. It is a freagin disgrace that a part of my paycheck has to pay for those peoples living. They can't even comprehend such a simple thing as an address change, and all of the ones I spoke to are unaware of the sequence of events of their own procedures and unable to comprehend that I don't have a GUZ# yet. I just don't know what else to think of this. The way things look is that we are doomed to have a denial and then resubmit everything with the new address because of this, because she will never receive any letters because of this. Or at least add another few months of delay.

  11. Sorry, ok more info: K1 / I129F I dont see any GUZ number on the I797. The only numbers that are there are: The USCIS receipt / case number, one that starts with WAC ********* then I see she has been assigned an "A" number, like the ones used on greencards etc. A*** *** ***, like that. but there is no number whatsoever that starts with GUZ. I didnt ask for a GUZ number when I called NVC, just told them I still havent heard anything, and they confirmed to me that they have sent it and its out of their hands. BTW is it the A number that is called GUZ number ? or is there an actual number somewhere that is supposed to start with GUZ ? if so, why do I not have it on my I797 if I am supposed to ?
  12. I received NOA2 on October 6th, today is October 24, and I still have not received any confirmation whatsoever from Guangzhou Consulate if my case hase has arrived there or not. To my understanding, from reading these as well as VJ and other forums, it takes about 1-2 weeks. I'm at the end of 3rd week now. I dont want to be one of these nightmares where they end up losing our case then denying it forever and people have to contact their congressman, senator, get lawyers etc. just get them to actually look for it, which BTW isnt hard since all it takes is a phone call to USCIS with the USCIS receipt number, and USCIS issued A# from NOA2. So far, I have contacted NVC, and I was told my case has been sent to Guangzhou on October 6th. I called Guangzhou yesterday, and it is a nightmare. No matter what, I just get directed to the stupid webform e-mail, where I am required to input a Consulate case number starting with GUZ, since my case seems not to be at the consulate, or maybe they lost it somewhere, but has left the USCIS, I do not have GUZ number yet. It is as if the people answering the phone are intentionally working against me and intentionally want to lose it and be negligent and are intentionally unwilling to assist. I understand the waiting periods etc. I know it will sit there for a long while and wait its turn, that's fine, but I just want to know that my case is actually there, that it has arrived, because I need to update and make a change of address before anything gets send out from the consulate to myself or my fiance. What else can I do here ?

  14. hi i received NOA2 on October 6th. I am petitioner residing in L.A., California, my fiance, the beneficiary resides in Guangzhou, China. I have been reading forums, and looking online through various sources and I am still unclear on several things. Add to that she changed her address at the start of this month while our package has been forwarded from USCIS to its next step. Also we are trying to get prepared ahead of time and are having some difficulties understanding and gathering rest of the records required. ok, so here goes: 1. I understand our package goes to NVC first, but roughly how long until it gets to the consulate from there ? Also, I have DOS phone number at 202-663-1225 and NVC phone number at 603-334-0700. Any specific extensions or any direct websites I should go to ? I checked them both out as well as google and other sources such as visajourney, etc., but I have been unable to locate any concrete info pertaining to these sort of issues. 2. She was born over 30 years ago in a very small village far in rural China. It is a very simple and beautiful place and people there still live in clay huts even now. Unfortunately for us, they just don't have the kind of records we are used to, and we are unable to obtain a birth certificate. Although she has a residence book, ID, passport, etc. What can be done here ? Can someone please share some info, or please point me to some examples ? I am in the dark here. Where do we go or what do we do now ? 3. Police Certificate. To my understanding this can be obtained at a local notarial office in China ? How do we find such an office ? And is it an actual form or just a written notarized letter ? If its a letter whos signatures and / or stamps do we need for it ? I do not understand this part of the process or how to complete it. Thanks to anyone that can help out.
  15. i did that. i included an attachement with her name, address, etc. all in Chinese. however that is not exactly what i was asking, i am asking about the part of a "mailing agent". i forgot which form it was on and now i cant find it so i was hoping to get some information, and that is the part i forgot to include. i really fear she will not receive mail from the government, unless someone provides her with a tracking number and a date it was mailed, so that she can check up on it and pick it up at the post office personally in case they fail to deliver her a notice again.
