While searching for information a few months ago, I stumbled across a DOS web page that addressed how to complain about a rude or unprofessional VO.

 

Unfortunately I didn't bookmark it but i will try to find it again as it had addresses and contacts both at the Consular District level and the US Consular Administration office in D.C.

 

I do remember the district consular office for all of China is Bangkok.
