The Chinese consulate in Chicago! My wife sent her passport and green card off yesterday about noon to get the pp renewed. This morning the consulate called to make sure she had the $25 in the checking account as she sent a check. They said as soon as the check clears, they will mail the new pp and return the green card. She used FedEx so we could track it as I was nervous about sending the green card.
