Anyone know if it would be possible to use a Filipino-born spouse’s Australian permanent residence card instead of a birth certificate?

If ANY document is unobtainable, you should submit a statement of WHY it is unobtainable, and what effort you made to obtain it.

But, for submitting the DCF, I would expect that they would accept a copy of their passport information page.
