I found this from the above website:

Evidence of the petitioners residence in China. Please note that

  • We need a Residence Permit for Foreigner in the Peoples Republic of China ( to prove your residence in China. Holder of a Chinese visa (ǩ֤) in any categories must apply for a Residence Permit for Foreigner to prove their residence in China before direct filing with USCIS Beijing Field Office.

I have been in Shanghai for 3 years, I have a work permit book as well as a work visa in my passport. Is that the same as the residence permit for foreigners? If not, please let me know where I can go to get one.

I would think that what you have would work, but this seems to be a recent change on the embassy's web site. The new wording is much more specific about what they require.

Look in your passport to see what your current visa is. A Z-visa is usually converted to a residence permit within thirty days of your arrival. I would also ask your employer for what documentation they have for your residence. The "residence permit" is actually a class of visa affixed to your passport like any other visa, or possibly a separate booklet which your employer may possess.

You would apply for a residence permit (in lieu of a visa) at the PSB Entry/Exit bureau, but if you don't already have one, you probably are not eligible for one.

My guess is that you ARE eligible for the Direct Consular Filing. In the past, ANY evidence of living in China has been accepted, but the change in wording leaves me wondering. Take what you have to the USCIS office in Beijing - they will either accept it or not, on the spot.

The Guangzhou website at http://guangzhou.usembassy-china.org.cn/i-130-petition-for-alien-relative.htmlsays

Evidence of the petitioner’s residence in China. This may include:

  • A Residence Permit for Foreigner in the People’s Republic of China (居住许可).
  • A Chinese visa (签证) in the categories of D, J1, Q1, S1, X1 or Z.
