Send a COPY of the white book birth certificate. Hopefully, any PREVIOUS submissions were done electronically. This will ensure that you are enrolled in their electronic processing. Otherwise, everything MUST be submitted by mail.

Most of the documents needed can be obtained from one of China's Notarial Offices (Gong Zheng Chu). All Chinese documentation to be used abroad is processed through the notary offices and issued in the form of notarial certificates. Notarial offices are located in all major Chinese cities and in rural county seats

A discussion of the huji (or hukou system can be found at Hukou System. Chinese residents should go to their hukou for all notarial documents (birth, divorce, and/or single certificate, and police records). For the police record, one obtained at the hukou will cover all of China.

A notarial document will be in the standard white notarial booklet, have an official red seal, an English translation, and an attestation to the true translation.

Note that police records and single certificates are valid for one year from the date of notarization. Others are valid indefinitely.

Marriage certification for I-130 or K-3 must be in the same format.

Electronic process involves scanning and emailing first the I-864 and later the requested documents, this sets it up so that NVC sends documents to the consulate which speeds up time, if you did not use email, then NVC will send case to consulate by courier which tends to get hung up in Chinese customs for upward of 3 months or so.

If your NVC case number begins with one of the following prefixes: GZO
Scan and email your financial forms and evidence, supporting documents, and translations to nvcelectronic@state.gov. Please place your case number in the subject line of the email and keep your attachments below five megabytes (MB). If you have more than one case, use a different email message for each case. If your NVC case number begins with a GUZ prefix AND your petition is in one of the following visa categories: CR1, CR2, F1, F2A, F2B, F3, F4, IR1, IR2, or IR5
You can choose either Method 1: Email processing (above) or Method 3: Mail processing (below).
Important: Once you select a method, you cannot switch methods later in the process.

thank you for your response and information. i also have to say thank you for all your help thus far. it has been very helpful to us.

i will definately scan and email. Will I need to submit the cover sheet as well with the I-864? Also, some of the douments that are listed on the cover sheet, i have previously submitted. Do i just mark the cover sheet as not applicable?

I am currently visiting my wife for a second time. Can we submit pictures taken from this trip as well?
