DS-230 in April? Was that submitted when you filed the I-130? If so, USCIS probably discarded it, and yes you would need to do a DS-260 instead. You would then visit: http://www.ustraveldocs.com/cn/cn-iv-visaapplyinfo.asp and set up an account there, that page will generate "CGI" number which you bring to the CITIC bank to pay the interview fee.

What is the CGI number? I have an account there, but I don't know where to find that number so I can pay in the CITIC bank. Thank you!

 

Working your way through the CGI page should put you on a page that looks like this:

But the visa type you showed here is for nonimmigrant, not my case. I am applying for a Green Card. So I really can't find the payment you showed.

 

I applied I-130 on May, and got the interview notice on September. Are the new instructions mean only the people who apply a Green Card (the first step) after Sep. have to fill DS-260 form? And I don't have to fill one DS-260 form since I never submitted any electronic paper to Guangzhou embassy, but only post mailed DS-230. Is that right?

 

I only have to prepare the documents required before for my interview? Because no one and no where can I got any information about the invoice id number which is needed for open the online DS-260...

The CGI pages that handle fee for DS-260 should be similar to the ones I posted, fees will be different, but the function will be the same and generate a CGI number which you will need to provide the bank when paying the fee.

The USTravel doc site was up and running quite a while before Guangzhou switched from DS-230 to DS-260, If the consulate sent you a DS-230 prior to Sep-1 and you sent it back, then I would assume all you need to do is create an account on CGI (US Travel Doc) site provide your information, get the CGI Number and pay the fee, then enter the receipt number on the CGI site and schedule your interview.
