I did find this - http://www.ehow.com/list_7527022_effects-visa-being-denied-abroad.html The U.S. consulate sometimes will deny Immigrant visas because the supporting application lacked sufficient evidence to warrant an approval. In this case, the consulate will issue a white, blue, pink, or yellow slip. If he issues a pink or yellow slip, there is hope. Gather the documents requested on the slip. A pink slip permits the applicant to schedule another appointment at the consulate to submit the needed documents. A yellow slip advises the applicant to submit the documents and passport at designated office location. Link to comment
