Flight Through Dubai

Hi All,
We are looking at getting a ticket for my stepson to fly back to China for the summer. We have found a good ticket price but he will fly through Dubai and return the same way.

Does anyone know if he needs any type of visa for this. He is 19 years old, has a Chinese passport and 2 year green card. The travel agency is telling us no but I wanted to see if anyone here has any experience with this.

No visa need if just making a connection there and has confirmed onward ticket within 24 hours, can also get a 96 hr visa upon arrival if plan to visit Dubai.
