My Fiance's husband died ten years ago. She has the death certificate. Does she also need a single certificate for the visa process?

Yes, but not for filing the petition, she will need it for the visa interview.

 

Include a photo copy of death cert and copy of english translation with the I-129F petition filing.

For petition filing:

D. If either you or your fianc¨¦(e) were married before, give copies of documents showing that each prior marriage was legally terminated.

For Visa interview:

Unmarried persons, at marriageable age, must submit a certified copy of their unmarried certificate (with one year validity). The Consulate also requires proof of termination of any marriages (e.g. death certificate of spouse, final decree of divorce or annulment).
