I'm a bit confused

I applied for my wife and stepdaughter's I-130 on January 15, 2010. On March22, I received an email saying they were both approved. A few days later, I received a written letter acknowledging this fact. Then I received an email from the NVC saying I need to pay the fee for my stepdaughter. That was over a week ago and I have not seen anything on my wife. I would have assumed that since the USCIS processed them together, the NVC would have done the same. My stepdaughter has a GUZ number already according to the email.

 

Is this normal?

Call NVC and ask for wife's status, skip the automated system and talk directly with an operator.
