According to Jame's shortcut, if I chose to send DS-3032 via email, the email need to be sent by the beneficiary. Can the petitioner send DS-3032 instead because my wife has no internet access nearby?

 

Sometimes I feel like whipping out a ruler, and aiming for someone's knuckles. This is one of those times.

Ya - thet DS-3032 can be emailed. Look at my 2nd link, click it, read it. and NO - it must be done by the beneficiary. As to 'nearby' - wei - are you sure? Internet Cafes are everywhere in Wuhan, in both parts of the city. Usually they are open till 10 PM, minimum. Most are open on Sundays, as well (she has off on Sundays?)

I'd be worried about some NVC gearhead reading the IP addresses though, on the email, and doing a reverse lookup.
