it is supposed to be white or off white... although I'm not sure that they use them for anyone's passport per se (she'll get that in china herself) but also not sure if they will stick to the background requirements...

 

Unless you found evidence that this background is ok.. I'd get new ones.

 

You could risk it and submit it.. and get new ones in the mean time from her.. if you get an RFE, then turn in the new ones she sends you...

I am getting ready to mail out the I130 for wife and daughter, but wife's passport style photo has a blue background. any, suggestions as I think she has to get new pics made up and sent to me. Yikes! already losing time.

 

The first thing I would try is to get a photographer to take a digital photo to the correct specifications and then obtain the file by email and have it printed locally.

Chinese passport photo is 2 inches, either white or light blue color, most require white color though.

American passport poto size is 50 x 50, requires white color backgroud here from china. usually it more expensive, here in Beijing, it cost 50 yuan per person for 4 fotos, but chinese passport foto usally cost 20yuan.
