It's important to differentiate the nomenclature here, if for nothing else than to make a disctinction as to which branch of government is doing it:

 

1. Background / Security Check: done at USCIS level on both the petitioner and beneficiary.

 

2. Name Check: done at the DOS level, under the auspices of both the State Department, and the consulate, in this case GUZ.

 

IMBRA, is the abbreviation for the miguided bill passed earlier this year to do additional checking on the petitioner to make sure that a guy with a history of domestic violence is given a hardship, rather than a red-carpet when sponsoring the Chinese woman he loves. Unfortunately, IMBRA has done little if anything to resolve it's intended purpose, but it has indeed delayed virtually all marriage based visas.
