Here's what is in our CFL FAQ on it: PRIORITY DATES: "This is the date a visa number is available. By law, a number is always available for family based visas; There is no waiting list for K or CR visas. K visa applicants get their priority date at the P3, but should correspond to the date of the arrival of the initial I-129f as shown on the NOA-1. Since the number is issued by the State department, it will be assigned either at NVC or GZ. CR applicants get their priority date on the I-130 NOA-2.
