Just a final clarification for a, thick headed Irishman ;), the "white book" does not need to be accompanied by a signed affadavit from a translator, an example here The USCIS wiill be satisfied, strike that they are never satisfied, placated is the best we can hope for.

The notarial booklet is sufficient. The separate affidavit would be appropriate if one used another method of notarization than that available in China. For instance, a petition might be filed for somebody who is already in the US and has possession of the original Chinese documents. They might then take them to a certified translator and get the translation notarized. IN CHINA you get the Notarial booklet.
