visa for wifes sister relocation to US

Hi,
My wife and I have decided to start looking into a possible visa for her younger sister to relocate to US.

After reading some of these posts I realize a tourist visa is an abosolute NO since she is young, single, not married, and still in college. And for the record would not return to China anytime soon.

I am looking for a few good links to start some research on this topic....

I am assuming this would go under a regular
US immigration visa IR for a sibling?
