In other cities, one applies at the police station and pick up or send by EMS delivery. Usually takes 10 days. Link to comment

Before applying, she will also need a Chinese size passport photo (smaller than the US passport size). The kodak stores there can do this. We also used this size for the I-129F application and it was accepted. Link to comment
