Why do they do the finger prints in the last part of the game? My finger prints are on file, I am exmilitary, present government. My finger prints are documented all over the place. Why do the finger printing last? Dosen't it make sence to do it first? If the finger printing was done first, well , gee, wouldn't that remove all of the criminals? Or at least get a good start on them

Here's what I think happens in most places (corporation and gov'ments). The techinical folks compile a listing from a lot of specialists. They pass the list up. Then some one or committe does something like try to make sense of stuff they don't understand. The listing (to become requirements, that become steps, that become form(s)) get sorted, culled, new stuff added to make each person along the trail feel like they contributed to it. Pass on up where it sorted again, more stuff added because those folks are also wanting to claim ownership of it etc.... And O My Gosh! Don't forget the lawyers that must justify themselves.

 

In the end, you get today's immigration procedures.

I think this was the same Govt protocol used for developing our current tax code........
