I had always thought the Shanghai consulate only processed non immigrant visas. Will Shanghai process your CR-1/IR-1 or will it ship the files to GZ for completion? Link to comment

We just filed the petition in Shanghai which is the regional Embassy/Consulate for the area we are living now. Then they will forward the petition to the U.S. Department of Homeland Security in beijing to approve. After the approval, beijing will forward the petition to Guangzhou for the real visa processing.
