green card for child?

Assuming your SO and child arrive in the US on a K visa rather than a CR/IR visa, both will have to go through AOS. Just because the parent gets a green card doesn't mean the child will automatically get a green card. A separate application and possible separate interview will be required.

 

Your SO can apply for citizenship after three years of legal permanent residency: http://uscis.gov/graphics/services/natz/Special.htm#spouses

 

Your SO's child over age 18 can also apply for residency after five years unless the child falls under a special rule: http://uscis.gov/graphics/services/natz/general.htm

 

If the special rule applies, a child's citizenship is automatic provided the child meets the conditions outlined in the application for a certificate of citizenship: http://uscis.gov/graphics/formsfee/forms/files/N-600.pdf

yes so in short from what I read.

Once my SO has us Citisenship then she can file a N-600 for her daughter that is bellow 18.

That's the way I read the law. Technically, citizenship is automatic (don't have to even file for the certificate of citizenship): http://travel.state.gov/family/adoption/info/info_448.html

 

"...Q: Will a child who has met the requirements of this new law need to apply for a passport from the State Department or a Certificate of Citizenship from the Immigration and Naturalization Service (INS) in order to become a citizen?

A: No. As soon as the law's requirements have been met, the child acquires U.S. citizenship automatically without the need to apply for either a passport or a Certificate of Citizenship. "

There is also something I have been looking at concerning adopted children. It looks as if it is possible for a USC to adopt the stepchild in China, which requires a trip to the Notary and the agreement of the EX, to receive Citizenship upon acceptance as an LPR.

 

I'm still digging a bit on this one, this is many times used in the Adoption process for orphans, but it seems to cover a stepchild as well.

 

Legal adoptions of step children in the US normally require the process to meet the laws of the child's birth country as part of their process, but legal adoptions performed in the Child's birth country do not require any legal process in the US, because the adoption is recognized here as legal.
