what's going on with the consulate website?

I just tried to go to the Chinese Consulate websites for NYC, SF, and Washington DC.

 

It seems that they are not accessible right now. Is this some new tactic that the seperatists are using to try to reduce our travel to China? @*! I need to download the visa form and wanted to check on their office hours in NYC.

 

Does anyone have a non-broken link? I even tried the Canada and UK websites to no avail...
