   1. Vaccination personnel apply for health code

   (1) About the interval between vaccination and testing

   Persons who have completed the vaccination can only undergo the "double test" and apply for a health code 14 days after the total number of injections required for the vaccination. Those who have undergone the "double test" within 14 days after completing the vaccination will not be issued a green health code regardless of whether the test result meets the "double negative" requirements.

   (2) Regarding the number of vaccination doses

Those who have not completed all the doses required for vaccination (such as 2 doses but only 1 dose, or 3 doses but only 1-2 doses), or 2 doses of inactivated vaccination within the same day, Treat as unvaccinated personnel. All travellers, including Canadian citizens who enter China, are screened upon arrival and subject to a minimum 14-day quarantine plus 7+7 to the final destination. While restrictions around domestic travel within China have eased, local quarantine requirements can vary significantly between cities, and regulations can change very quickly.
China will ease entry restrictions for foreigners inoculated with Covid-19 vaccines made in China, according to some Chinese embassies (See here). The said visa facilitation applies only to applicants who have been inoculated with COVID-19 vaccines produced in China (either having received two doses of Chinese-made vaccines with the stipulated gap in between or having received a single-dose Chinese-made vaccine at least 14 days prior to the application) and obtained the vaccination certificate. A proof of a negative COVID-19 nucleic acid test result and the Health and Travel Record Declaration Form for Visa Application is no longer required. The new rules in some places have taken effect on March 15, 2021. In addition, according to China’s foreign minister Wang Yi, the country plans to issue international electronic health certificates and implement mutual recognition of other countries’ nucleic acid testing and inoculation, to allow “a healthy, safe, and regulated new order for cross-border exchanges of people.”

Leading respiratory disease expert Zhong Nanshan earlier this week also said that China should only lift all its border restrictions once there were few infections in other countries and the vast majority of the Chinese population was vaccinated against the coronavirus. So far at least 78 per cent of the country has been vaccinated.

Since a tourist couple tested positive for the virus Sunday in the historic city of Xi’an in Shaanxi province, six other provinces and municipalities, including Beijing, have reported at least 28 locally transmitted COVID-19 cases in the past three days.

Over the past three days, five cities in northwestern Gansu province have reported 40 infections, of which 30 were discovered in the provincial capital Lanzhou. Authorities attributed the outbreak to the Delta variant.

The Gansu provincial government carried out mass tests after two members of a Shanghai tourist group tested positive for the virus on October 17 in the historic city of Xi’an in neighboring Shaanxi province.

On Sunday, local authorities in Lanzhou said that the city would shut down all tourist attractions starting the following day and requested that all tourists stay where they until receiving two negative COVID tests over two days. The suspended national tourism destinations include Dunhuang’s Mogao Grottoes, a UNESCO World Heritage Site.

Meanwhile, large-scale gatherings such as banquets are prohibited, to help contain the spread of infections. Despite the recent restrictions, local residents in Lanzhou have reported that their lives mostly continue as usual.

The theme park sounded the alarm after two visitors who reportedly visited the park Saturday were identified as a close contact of an individual who tested positive for the virus. The two were informed on their train ride home to the city of Shangrao in the eastern Jiangxi province and sent to an isolation center at the nearest stop, Hangzhou — one of them later tested positive for COVID-19.

The airport will be split into different zones to avoid cross-infection among inbound passengers. The proposal was initially reported in the South China Morning Post and confirmed by Food and Health Secretary Sophia Chan on Thursday (Nov 4).

"The airport is a high-risk place as there are so many cases around the world and nearly half of those imported are detected there,” Chan said in an interview with Radio Television Hong Kong. "We are considering segregating tourists from the mainland and other places to different zones or more at the airport.”

Details are still being worked out before the plan is confirmed on Nov 10 and implemented soon after, according to the SCMP, which cited unidentified people briefed on the proposal last week.
